The Master Plan was carried out under the HOPE VI housing development program in coordination with the Oakland Housing Authority’s goals for redevelopment of the existing Coliseum Gardens neighborhood. The Pyatok Architects’ Plan was selected through the process of a developer proposal competition.

The Master Plan provides 400 new affordable rental apartment units within a gross site area of 19.1 acres accomplished within three phases of construction providing 2-level townhome apartments over flats, central podium buildings accommodating townhome units and flats atop a grade level parking garage and senior apartments.
