The Kashia Band and Burbank Housing partnered to propose a development that addresses the tribe’s urgent need for deed-restricted affordable housing. The Kashia Band is a Federally Recognized Tribe and represents the first inhabitants of the coastal Sonoma County area with about 860 members. Over 110 households are on a waiting list for affordable housing, many of which having been affected by recent natural disasters.
The Kashia Windsor project creates a five-building campus on 2.5 acres of land consisting of 54 units of 1- to 3-bedroom flats and 2-to-3-bedroom townhomes. Of these, one mixeduse building will front Old Redwood Highway and house various spaces serving residents, the Kashia Tribe’s government operations, and the community at large. A double-height, flexible gallery will be an intentional space for engaging and interacting with the public. Dedicated spaces will provide opportunities to learn about Sonoma County history and display and offer for sale artisan crafts made by Tribe members. This building will also house resident amenities including a Community Room.
A series of community design workshops informed the campus design, including emphasis on the site’s existing mature oak trees and drainage swale that accommodates the seasonal stormwaters. Intimate outdoor spaces include a ceremonial circular courtyard, a tot lot, and a footbridge crossing the swale. Parking is woven through the site but pushed to the perimeter. The residential buildings face inward toward a shared central greenway. The Community Room opens onto the ceremonial court creating an indoor-outdoor space. The landscape will utilize native plants and grasses.
Of the units, 10% will be reserved for households of extremely low income (up to 30% AMI), 80% for very low income households (up to 50% AMI), and 10% for low income households (up to 60% AMI).
